Greene Planning Commission Initiates Zoning Audit

At their February meeting, the Greene County  Planning Commission held a work session to start a review of zoning for the county. Deputy Planning Director Stephanie Golon outlined the process which includes reviewing the Comprehensive Plan, the Ruckersville Area Plan and specifically review the Mixed Use Residential and Village Center zoning.

The plan is to involve all of the stakeholders in the county including property owners, developers, the Chamber of Commerce and others and to get their feedback. The Ruckersville Area Plan outlined the key points  residents desire including walkability and wifi capability.

Greene County will be working with the Thomas Jefferson Area Planning District to help with the audit. All of the data will be presented at a public hearing to ensure that the community can have input into the process.

Chairman Jay Willer asked Golon if the meetings would be included in the Planning Commission meetings or would they be held separately? Golon indicated that the meetings would be held during the day, but that Planning Commissioners were welcome to attend. (The only constraint would be if three or more members were to attend).

Golon also indicated that the process would include speaking with developers, Virginia Department of Transportation (VDOT) and looking for grants to help with the process. She also indicated that the process would take approximately 18 months.

Planning Administrator Jim Frydl that there were five different options that will be reviewed to see which is the best fit for Greene County. The Planning Commission packet included performance based standards examples from the American Planning Association’s Professional Institute:

The commission also received information regarding form based codes as well as a 2004 Blue Ridge Home Builder Association (BRHBA) study regarding the cost impacts of increased development requirements.

After discussion regarding the variety of options and their relative impacts, Willer suggested that Greene County examine how similar counties near Greene handle this issue.
